"An error occurred while loading attribute 'XmlSerializerFormatAttribute' on method 'XXX' in type 'VT_APISoap'" error in test harness
This error can occur if Service Pack 1 or later of .NET Framework 3.5 is not installed.
Also ensure that the test harness is correct for the version of the API it is pointing to.
