Explanation
When validating Tasmanian state AVETMISS files through the NCVER AVS (AVETMISS Validation Software) it's expected that you may receive validation errors in the NAT00130 relating to the "01019999" for the Date Program Completed field.
Tasmanian requirements for AVETMISS state that "for each unique Program Enrolment Identifier in the NAT00120 file, there must be a corresponding record in the NAT00130". This means that incomplete enrolments can be reported in the NAT00130. These types of records can be seen within VETtrak's AVETMISS Generation Wizard with a warning such as the below example...
"This award has been derived from the data in the NAT 120 file."
"Warning : There is no complete date, so the program enrolment status is being reported as 30 (In Training)"
Tasmanian requirements for AVETMISS state that the Date Program Completed must be reported as "01019999" when the enrolment is not yet completed.

The reason the error appears when validating through the NCVER AVS portal is that NCVER doesn't recognise 01019999 as a valid value for a NAT00130 record, however, this is valid for Skills Tasmania.
Solution
You should be able to ignore these errors and continue to submit your files to Skills Tasmania (as long as these are the only errors that appear in AVS).
