VETtrak AVETMISS Changes - 2017

This article details the changes made in VETtrak version 17.1 to accommodate the state and national changes to AVETMISS reporting requirements in 2017. 

Some of these changes are in anticipation of the AVETMISS 8.0 deployment scheduled for 2018. For more information there are a number of resources and documents available from the NCVER website

USI International Offshore Student and Short Course exemptions

New options are available to mark a client as an international offshore student in VETtrak, or to represent that the student is enrolled to complete a short course taking place over a single day or less and the student is unable to provide a USI.

When a client is marked in this way, the client’s USI cannot be changed and is to be reported in AVETMISS as a unique code (“INTOFF” for an International Student and “SHORT” for a short course). This code would otherwise not be a valid USI.

To specify a students' exemption, you can click the Not Exempt text above the USI fields, and select the option you require. 

When “International Offshore” is ticked, the USI field will be set to “INTOFF”, the USI field and Verify Now button will be disabled, and the USI format validation is skipped. Only one exemption can be ticked at any given time time - ticking one will untick any other.

The USI status for a client with this option selected will display as International offshore.


When “Short Course” is ticked, the USI field will be set to “SHORT”, the USI field and Verify Now button will be disabled, and the USI format validation is skipped. Only one exemption can be ticked at any given time time - ticking one will untick any other.

If students already have a USI, RTOs must collect it and verify it.

The USI status for a client with this option selected will display as Short course exemption.

Note: This change will be present in the Client Importer, VETtrak API and Process Web Enrolment to allow a USI of “INTOFF” or “SHORT” to be specified for a client

Removal of “Result not available” (Outcome 90)

The AVETMISS outcome code '90' is being discontinued for some states reporting requirements in 2017. Instead, outcome code 70 (continuing) should be reported in all the cases that outcome code 90 was reported in the past. 

As part of this change, this VETtrak update will be Archiving result options that report an AVETMISS outcome code of 90.

The following changes will also be present when Generating AVETMISS:

  1. Any existing 90 results recorded in VETtrak will be automatically reported as 70 during AVETMISS generation moving forward.
  2. The existing logic that automatically converts 70 outcomes to 90 when the enrolled unit has a finish date in the generation year and the user is not performing an end-of-year generation, will be removed.
  3. When performing an end-of-year AVETMISS generation, an error will be reported if an end-of-year generation is being performed and an enrolled unit has a 70 result finishing in the generation period
  4. If the unit has a result that ends after the generation period, but is in the same calendar year, an outcome 70 will be reported instead of 90

Validation Removal for 'Program' and 'Subject' fields

Certain NAT30 and NAT60 fields can now be left blank in AVETMISS validation software (AVS) submissions as of July 2016. If left blank in VETtrak, AVS will instead source them from the government website training.gov.au. If the fields cannot be sourced from TGA, manual entry will be required (eg. if the qualification or unit does not exist on TGA).

The fields for the NAT30 are found in the Qualification/Course Wizard:

  • NAT30: Program ANZSCO identifier
  • NAT30: Program Field of Education

The field for the NAT60 are found in the Unit/Module Wizard:

  • NAT60: Subject field of education

Some states will still require these fields for state reporting in 2017, These states are VIC, NSW, TAS and ACT.

The CCQI reporting checkbox in both the Qualification and Unit wizards has been removed and replaced by an Exists on training.gov.au tickbox. This tickbox will be automatically ticked for all Qualifications and Units of Competency in training packages, and unticked for any courses/modules, by default.

Any Units imported via the Import Packages online option will have the Exists on training.gov.au tickbox ticked by default. With this ticked, the Field of education and ANZSCO fields as shown above can be left blank in the wizard.

However, these fields will be required if reported within a state that doesn’t allow them to be blank. Your Generate AVETMISS wizard will display an error if they remain blank when reporting within VIC, NSW, TAS or ACT.

These changes are also factored into requirements for 2018 reporting needs that will expand on these changes.

Additional Gender selection now Available

The version 8.0 AVETMISS standard for 2017 has called for a change to be made to the selection of Gender within collection standards, and will now allow a new selection of  'Indeterminate/Intersex/Unspecified'. Initially this selection will be explicitly supported within Victoria for AVETMISS reporting requirements, with all other states reporting this option (when selected) as 'Not specified'.

The Gender selection within VETtrak has also been moved from the Personal Details wizard, to the Client Wizard:

Important notes regarding the 'Indeterminate/Intersex/Unspecified' option:

  • USI functionality will generate an error when this item is used, as the USI doesn’t yet support 'Indeterminate/Intersex/Unspecified' for USI creations via the web service
  • The VETtrak Client Importer now allows the selection of 'Indeterminate/Intersex/Unspecified'
  • VIC VSN transfers and CRICOS importers and exporters will not support the 'Indeterminate/Intersex/Unspecified' selection.

 

AVETMISS Changes by State

 Victoria

The state of Victoria will be actioning the following changes:

  • International offshore USI exemption option added
  • Removal of “Result not available” outcome 90
  • Addition of outcome 25 “Competency Achieved/Pass as determined via Gap Training and Assessment” 

New South Wales

No 2017 changes are to be actioned for New South Wales. 

Queensland

The state of Queensland will be actioning the following changes: 

  • International offshore USI exemption option added
  • Removal of “Result not available” outcome 90
  • Validation Removal for 'Program' and 'Subject' fields  

South Australia

The state of South Australia will be actioning the following changes: 

  • International offshore USI exemption option added
  • Removal of “Result not available” outcome 90
  • Validation Removal for 'Program' and 'Subject' fields
  • New offshore funding source 'OFF - Overseas Offshore Students' Note: this will work in tandem with the International offshore USI exemption option
  • Addition of AVETMISS outcome 61 for transitioning qualifications. Note: This can be used in SA for a unit that has been begun by a student and they are to transfer to the new unit.   

Western Australia

No 2017 changes are to be actioned for Western Australia. 

Northern Territory

The Northern Territory will be actioning the following changes: 

  • International offshore USI exemption option added
  • Removal of “Result not available” outcome 90

Tasmania

The state of Tasmania will be actioning the following changes: 

  • International offshore USI exemption option added
  • Removal of “Result not available” outcome 90

Australian Capital Territory

The Australian Capital Territory will be actioning the following changes: 

  • International offshore USI exemption option added
  • Removal of “Result not available” outcome 90
