TAS AVETMISS Error - "Only one record is permitted for each unique Qualification/Course Identifier, Date program completed and Client Identifier combination"

Explanation

This error means that there are two records reporting in your NAT00130 for the same qualification and client within the same calendar year. For example, student Abel started a Diploma of Community Services in January 2023. He then withdrew a few weeks later after completing one unit and starting another. The Program Enrolment Status in this enrolment is set to "Withdrawn - Official - 40" to represent his withdrawal.

Abel then returned in July 2023 to enrol in the Diploma of Community Services again. The Program Enrolment Status in this enrolment is set to "In Training (30)" to represent he is now training again.

As the student withdrew and recommenced the same qualification in the same calendar year and has two enrolment records in VETtrak, two records appear in the NAT00130, one for each enrolment.

Solution

The Program Completed NAT00130 file page of the AVETMISS VET Provider Collection specifications specifies that "Only one record per combination of Program Identifier, Client Identifier and Date Program Completed" should show in the NAT00130 file.

Page 26 of the Skills TAS | Provider Collection Requirements 2021 states that the Program Enrolment Identifier "should remain unique to the combination of the Client Identifier, Program Identifier, Program Commencement Date and Purchasing Contract Identifier once uploaded".


Therefore, only the original Program Enrolment Identifier from the January 2023 enrolment should be reported. We need to adjust the enrolment records for this client in VETtrak so that only one row is showing in the NAT00130 file. This can be done in 2 different ways depending on your situation.

  1. Connect the new enrolment to the existing Program Enrolment Identifier by editing the enrolment and selecting the original commencement date from the "Existing" drop-down menu on the AVETMISS page.
    2. Delete the new enrolment and change the Program Enrolment Status back to an active status (such as "In Training - 30"). Continue to use the original enrolment to record unit results and report the data.
