AVETMISS Errors Victoria - NAT00030 Program (Qualification/Course)


The NAT00030 file contains records of your Qualification and Course details, referred to as Programs in the national AVETMISS standard. Almost all of these errors can be fixed by comparing the qualification details in the Qualification Manager against the details for the qualification found on training.gov.au.

If you utilise Qualification Streams, you may need to update the Parent Qualification to resolve an issue.

Error 30008

If the Program Recognition ID is 11, the Program Level of Education ID must be within the range 211 to 621.

This error indicates that the selected Recognition Status is “Nationally accredited qualification specified in a national training package”, but the Level of Education selected is incorrect for this option. The valid Levels of Education are anything with a Code between 211 and 621.

You will need to check the Qualification Wizard, found in Manage - Qualifications. This can be amended on the Second Page of the Qualification Wizard.

Error 30010

The ANZSCO Identifier must be valid (ie; match an ANZSCO Identifier from the master list which is based on the Australian and New Zealand Standard Classification of Occupations which is available from the ABS website www.abs.gov.au)

You will need to confirm that you have the latest ANZSCO list. You can do this using the Update AVETMISS Fields option, found under the Utility menu.

You can then update the ANZSCO Identifier on the second page of the Qualification Wizard (Manage - Qualifications) to ensure it matches training.gov.au.

Error 30011

If the VET Flag in the Program (NAT00030) file is set to 'N', the ANZSCO Identifier must be set to 'NONVET'

You will need to check the Qualification Wizard, found in Manage - Qualifications.

If you have unticked the ‘Yes is a VET based Qualification/Course’, then the ANZSCO Identifier on the second page of the wizard must be set to code ‘NONVET’.

Error 30015

If Program Recognition Identifier = 14, Nominal Hours in the Program (NAT00030) file, must be between 0000 and 6000

You will need to check the Qualification Wizard, found in Manage - Qualifications.

If you have selected 'Other Courses' under Recognition Status, ensure that you have set the hours under Multi-state claiming values on the first page of the wizard (against Victoria). 

Error 30018

The Program ID and Program Recognition ID must be consistent. The Program Recognition ID indicates this program is your RTO's local program but the program ID matches a nationally recognised program.

You will need to check the Qualification Wizard, found in Manage - Qualifications.

If you have set up your own Course, the Qualification Code must not already exist on training.gov.au. Try changing your Qualification Code. Alternatively, you have the incorrect Recognition Status set, for a nationally accredited qualification.

Error 30019

The Program Level of Education ID is not valid for the Program Recognition ID which indicates that this is a local RTO program.

You will need to check the Qualification Wizard, found in Manage - Qualifications.

If you have created your own Course (with Recognition Status ‘14’ or ‘16’) then the Level of Education should be one of ‘912’,’991’,’992’,’999’.

Error 30020

The ANZSCO Identifier cannot be  ‘NONVET’ if the VET Flag in the Program (NAT00030) file is set to ‘Y’.

You will need to check the Qualification Wizard, found in Manage - Qualifications.

If the ‘Yes is a VET based Qualification/Course’ option on the first page of the Qualification/Course wizard is checked then the ANZSCO Identifier on the second page cannot be ‘NONVET’.

Error 30021

The Program Identifier must be a recognised Skill Set in TGA when the Program Recognition Identifier is "13"

You will need to check the Qualification Wizard, found in Manage - Qualifications.

Check the Qualification Code and Recognition Status on the second page match training.gov.au.

Error 30023

For Skill Sets the Program Level of Education Identifier must be 991.

You will need to check the Qualification Wizard, found in Manage - Qualifications.

Check the Recognition Status and Level of Education on the second page of the wizard. 

Error 303851

Programs with a Program Level of Education Identifier is less than 621 are considered VET programs and must be reported with a VET Flag value 'Y'.

You will need to check the Qualification Wizard, found in Manage - Qualifications.
Check the ‘Yes is a VET based Qualification/Course’ tick box on the first page, as well as the Level of Education on the second page.

Error 304501

All Qualification/Course Identifiers in the NAT00030 must also exist in the Enrolment (NAT00120) and/or the Qualification Completed (NAT00130) file.

VETtrak should not allow mismatched records between the NAT30 and NAT120 files - you may be required to re-export your NAT files (to a new folder to avoid any issues with the TXT files not updating) and re-submit for validation.

Error 304511

Programs reported with Program Recognition Identifier 11 or 12 must exist on the register of nationally recognised training.

You will need to check the Qualification Wizard, found in Manage - Qualifications.

Check the Qualification Code and Recognition Status (1st and 2nd page of the Qualification Manager), match www.training.gov.au.

Error 304515

If Program Recognition Identifier is 11 or 12 then the VET Flag must be "Y".

You will need to check the Qualification Wizard, found in Manage - Qualifications.
If the ‘Yes is a VET based Qualification/Course’ on the first page is checked, the Recognition Status on the second page must be code 11 or 12.

Error 304617

For Program Identifiers with a VET Flag value of "N", no completion records should exist in the Program Completed (NAT00130) file

You will need to check the Qualification Wizard, found in Manage - Qualifications.

Check the ‘Yes is a VET based Qualification/Course’ tick box on the first page of the Wizard is correct. 

Alternatively, you may have created a ‘Certificate’ level award for one of your internal courses.
